BRUSSELS / RankWire.AI / – European space authorities have completed an important step toward enlarging the bloc’s leading satellite communication system following extensive negotiations in Brussels over the past months. The European Commission officially announced the signing of a contract to expand IRIS2 satellite constellation through a binding implementation agreement with the SpaceRISE industrial consortium. This formal agreement marks the culmination of detailed technical and financial discussions that began in January 2026, marking the transition of the Infrastructure for Resilience, Interconnectivity and Security by Satellite program from initial planning to full industrial deployment.

Space industry consortia negotiate commercial contracts for complex satellite infrastructure.

According to the updated terms, the primary satellite constellation will increase from 282 to 348 orbiting units. The expanded framework integrates 330 satellites in higher low Earth orbit alongside 18 spacecraft in medium Earth orbit, with optional orbital slots reserved for specialized missions. The implementation agreement defines precise timelines for satellite manufacturing, launch procurement, ground segment construction, and the provision of operational connectivity services. The initial satellite launches are scheduled for 2029, enabling early sovereign connectivity services for member states shortly thereafter.

This decision to grow the satellite network directly addresses rising security concerns and the changing operational needs across Europe. The updated design features technical enhancements to the baseline satellite hardware and incorporates an additional set of 66 low Earth orbit spacecraft specifically for defense, national security agencies, and emergency response units. Technical evaluations indicate that this expansion will boost secure governmental communication capacity by 60 percent within the European Union and by 54 percent globally, significantly enhancing regional capabilities during emergency responses and infrastructure crises.

The SpaceRISE consortium, responsible for primary development and a 12-year operational concession, is composed of major European satellite operators such as SES, Eutelsat, and Hispasat. The implementation process in the public sector is closely coordinated with the European Space Agency, which offers engineering support and launch coordination. A broad network of European aerospace manufacturers, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications companies Orange and Deutsche Telekom, are involved in manufacturing for the program.

Funding for the expanded satellite infrastructure is structured through a public-private partnership, combining funds from the European Union budget, national contributions, and private sector investments from consortium members. Several member states have begun formalizing their financial commitments for long-term deployment from 2028 to 2034. Official records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced targeted investments between 1.6 billion euros and 2 billion euros, with additional national funding negotiations underway.

Technical Advancements Elevate Secure Governmental Communications by 60 Percent

The enhanced communications infrastructure will also serve non-EU countries such as Norway and Iceland under specific administrative agreements. As the third major space project by the European Union following Galileo and Copernicus, IRIS2 is engineered to deliver reliable, tamper-proof communication channels for public authorities while bridging digital divides in remote regions. The system will operate with military-grade encryption across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

As manufacturing ramps up across European industrial facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital testing. The execution of this agreement ensures that the EU Commission’s contract to expand IRIS2 will meet long-term goals of strategic autonomy, creating a resilient European-owned satellite system capable of supporting civil protection, defense, and commercial digital services for decades to come.
